I think it has potential, and is great keywords, but not exactly sure how you would develop it. Undeveloped, I would say mid-high $xx, unless you can come up with some way to develop it.

I can see some potential to develop this. My great grand mother died at 99 years. She had somewhere in the region of 56 great grand children. How about a site where one great grand child opened a page on his great grand mother and encouraged other greatgrandchildren to add photos and things of important events like christenings, graduation, birthdays. Then any one of the greatgrand children can take along the laptop to grannies house and show her, I'm sure she would love it.
