Just thought I'd share the good news - Google has finally seen the light! News has leaked that on Google Advertising Display Network, which will work purely on CPM basis. Currently in experimental phase, the programme is open only to invited participants and, in fact, Google would not acknowledge that it even exists.
Currently it has contracts with Fortune 1000 companies to publish advertisements on hand-picked sites. Although there's no telling when the programme will become available to the general public or what the requirements to join it will be, it's still good to see that Google has finally noticed that high-traffic sites prefer CPM banners over AdSense.
