Globally available ccTLDs.

Does anyone know where to get a list of ccTLDs that can be registered from anywhere in the world without restriction? I'd prefer to avoid the shady ones using proxy registrants etc (although I did speculate on one good .pro just in case).

I believe that most ccTLD's are residency restrictionless, but it should be easy enough to check before you register. euro DNS is a good site to start with

Moniker.com has the largest no. of ccTLDs to reg. (though they are expensive). Then come the others.
