and "stolen" stuff like web layouts,
credit card details, how to scam on ebay or paypal?

If there's a global authority to handle stuff like this, there oughta be one to
handle domain registration issues around the world, too.

And another for trademark infringement. And yet another for copyrights...

Yeah the FBI and the MIAA or RIAA are the major authorities who take care of sites that distribute music and movies. The best way to go about this is to first contact the host of the website and they will most likely listen to you. If they don't cooperate or they host themselves then you will have to go to the FBI.
