Free sms script needed

is it possible to create a one page sms.php that will have a form like the fields are

from (in form of a number or an email address)
to cell number; the cell number with the country code + the actual cellphone number
message
network provider and it will just parse everything from this list:
http://funsms.net/email2sms.htm
and then i can add it conveniently it i discover free sms network in the format of [email protected] ?
because it will fetch the data from a .txt file in the format
1|@networkprovider.com

1 being the code assigned to that particular network provider and it's auto incrementing or just add 1 to it

Usage: sendSMS.pl -r receiver -p provider [-s sender] [-m message] [-x proxy:port]
or: echo <message> | sendSMS.pl -r receiver -p provider [-s sender] [-x proxy:port]
<receiver> is the cellular number of phone which will receive
the SMS message. Note: this number MUST be in 10-digit format.
(i.e. '2223334444')
<provider> denotes which provider the receiving cellphone is serviced by.
Currently, the following provider codes are recognized:
ATTWS - AT&T Wireless BELLCA - Bell Canada
CINGULAR - Cingular CELLONE - Cellular One
CRICKET - Cricket SKYTEL - SkyTel
SPRINT - Sprint PCS TMOBILE - T-Mobile
<sender> may be the sender's name, email, phone, etc (any text string)
Note that some services may impose additional limits on the contents of
this field. Although sendSMS doesn't require a sender, some providers may.
<message> is the text body of your message. Since SMS only provides for
160 characters per message (including headers, etc.), this will probably
be 127-145 characters, depending upon your provider.

it's installed now sendsms.pl

any ideas how can i call that from a html form?

i think you've done enough but it's very complicated i think it needs be called from an ssh session do you have any tips on how can i call that using html form?
