Forum Advertising Question

Is there any kind of guide as to how many advertisers a forum should have on it based on the number of active users etc? I am getting alot of requests for banner spots but do not want to sell too many and not give the ones I have proper exposure.

you can have it so you have 2 banners on the board then get it to change every 2minutes, so like a animation sept its coded, gives them equal time and you could have 4-5 at a time

I am running phpadsnew, I have 6 paid spots rotating through right now with about 1500 active forum members. The 1500 pretty much runs constant going maybe 50 either way.
