Is there any way to force the text size so when the browser text size is changed, it will not throw my layout off?

I just use em, instead of px. It is scalable and will, mostly, work well.

The sites I design are all optimized for FF, IE, Netscape and Opera to run on 800 x 600 or 1024 x 768 and I always use em to pull it off.

I've always used pt seems to work well, havn't had any problems with it.

You can't prevent the font size being changed through the browser, it's all about accessibility and user-control. The best way to solve your issue would be to remove some of the wasted space caused by all these :: , and just use a border beside each link, eg:

|Home|About|Portfolio|Services|etc|

You should be able to fit them all in there and increase the font size to 0.9em so people can read it without having to adjust the size on their own.

I would agree I have used em and it works wonders. EM is in CSS. 1 em stands for the standard size, ex. 12pt. Then if you do 1.2em for a text size it will be 120% of 12pt. It is a nice way to scale the text. The only problem is if people adjust the text there is really nothing you can do. I would suggest making the text big enough so people can read it without scaling it.
