Flash games section, translation and more

Hello,

I'm looking for you if :
1) you can develop a game section on a website, similar to the arcade section in vbulletin forums (but not a forum)
2) you find flash games in this section, with authorization to translate them in an other language (I would give you the needed translations), and to use them on our website (games will be free to play, not have to be a member to play). Of course we would mention the author or any copyrights.
3) you have to link games scores with a mysql database
