registry is a company that manages a top-level-domain (first-level-domain) like .com or .us
... it allows registrars to register domains (second-level-domains) for registrants
>>> for example , VeriSign is the .com registry
registrar is a company that sells domains to registrants
>>> for example , GoDaddy.com is a registrar
registrant is a person or company that buys domains from a registrar
>>> for example , anyone who owns a domain is a registrant
NetworkSolutions is a registrar
I think you are referring to the fact that NetworkSolutions used to be the .com registry back in 1995
in 2000 , VeriSign bought NetworkSolutions ... it kept the .com registry and sold the registrar business (and the NetworkSolutions brand) to another company

1st level registrar - .com .net .co.uk .whatever we buy from their central registries.
2 level registrar - say you have bought xyz360.com, run a huge marketing campaign and start selling xyz360.com subdomains such as sex.xyz360.com :gn: and shop.xyz360.com :gn: for $10 each). Congratulations, your are now 2nd level domain registrar (or may be 3rd?)
