This is a perfect grace delete candidate. This wouldn't even make reg fee on mighty .COM.

Fallow is plowed land left unseeded for a season or more. I dont see the value. If you have to make it into something maybe a famers land lease/buy site or crop rotation dos and donts. good luck and give a GD a try.
