Yes! In fact I have years of experience with the majority of popular pre-made CMS and bulletin board systems! Just to list a few that I have extensive experience with:

What are your rates?
Well as far as my rates they're on a per project basis, I like keeping everything fair, therefore I always work my rates around each clients budget, I'm willing to negotiate in order to ensure it is within your price range.
