The question is who is the cheapest no-promotion registrar - so you could buy a domain for 5 years. Is this Romania registrar selling .eu for 2 Euro in a promotion or is this the regular price?
And do they have a page in English?

Was a propotion, now it's 4,5 EUR + VAT 24%, regular price 5,5 EUR + VAT 24%, only in romanian.
