This is a case of a term which appears to have a ton of google results but upon closer examination you'll notice that the top results include various punctuation symbols between the terms.
The advertisers bidding on the terms are also targeting "copyright policy" not "policy copyright"
I think Estibot's valuation is being skewed by the number of MSN results for the term (104,000,000 results). The results at MSN have the same characteristics as the Google results, plenty of ignored punctuation symbols that are drastically inflating the results.
