No you can buy it from anywhere basically... it depends more on the domain registrar than anything else. For example you can buy .tv even though it is for this little country in the middle of no where...

This should be depending on the Registry instread of Registrars.
Even registrars allow you to register CCTLD which you don;t have rights to own,
Serious Registry won't. Like CIRA.
