So, is this domain worth $0 to reg fee? No. This domain is worth more, but not as nearly as much as Immigration Lawyer.
I could see it fetch low $$$ instantly and easily if pitched just right with the info provided to an immigration lawyer in NYC.
In 12 months, how many can this 1 domain convert out of an assumption of 120 contacts in NYC? Let's assume quad searches and go down to 30 per year actually find this end user/Lawyer. Even if 1% of those chose that lawyer, that's 1 potential person and $10k in legal fees, disregarding the fact that those 30 people may not get a free secondary consultation and owe $100+ per session on "where to go next".
You found a good synonym for non-US English speakers + keyword with high competition and low searches, not a true bet, but you could definitely get more than reg fee for it.
