Well that paticular script is ASP. Active Server Page. So I can't explain how to create that paticular script because I am not yet fully up to par with ASP. But you can download many free Ad Programs that are using ASP, And PHP, and even CGI. One of the most popular ones is PhpMyAds
Which if you google search will be very easy to find.

Creating these scripts take a long time and explaining them takes even longer.. I don't have the needed time to write a huge tutorial on how to make one of these.

Sorry.

you can make an add script easily in php but if your host doesnt support it its not too hard to make one using java script

He said "That particular script", and the javascript is being generated by ASP. But yes, any serverside language can take care of it.

there are more scripts then phpadsnew, though this version is for MySQL users,
there is also a copy version written for PostgreSQL users.

so if any one who doesn't have MySQL (which i think is maybe impossiable :))
but still then they can use PostgreSQL, if you dont have either one of em
then what are you waiting for come one hurry up and tell your host to install it for you,
or you can download it from their offical websites. :)
