Any value in co.za domains these days? I see tons of possible end users for electronic cigarettes/ecig in South Africa on Google..

Very little demand for ecigs in SA, but also very little competition. If popularity goes up, then you have a strong domain to enter the SA market.

I don't know enough about the extension to give a good stand-alone value.
