Your chart above is correct at least for .COM, .NET and .INFO.
I haven't followed the other extensions but they may also be correct.
GMT time has now been changed to UTC in the WhoIs.

However it's just a different way to say the same thing. Times are equal.
I don't know what time zone you are in but I am in Eastern Time Zone (ET) which is currently 4 hours behind GMT or UTC.
In the fall season when the clocks are changed one hour back we are 5 hours behind.
There are 24 hours in a day as you know.
To avoid confusion between AM and PM, the 24 hour clock is converted to military time
Thus way there is no 2AM and 2PM, etc and no possibility of confusion.
"The main difference between regular and military time is how hours are expressed. Regular time uses numbers 1 to 12 to identify each of the 24 hours in a day. In military time, the hours are numbered from 00 to 23. Under this system, midnight is 00, 1 a.m. is 01, 1 p.m. is 13, and so on. "

The .COM and .NET domain drop starts at 2PM ET (14:00)and last about 2 hours but usually is done in less time.
2PM ET is 14:00 Military Time so 4 hours ahead is 18:00 UTC or GMT.
The .INFO drop starts around 6AM ET (06:00) so four hours ahead is 10:00 UTC or GMT.
Therefore your chart above is correct.
