I'm looking for an domain affiliate program that pays per sale.
Any recommendations?

Try most any of the major affiliate programs ... I know ShareaSale.com Represents a few Domain Registrars or at least they did the last time I looked.

:bingo: I was only referring to affiliate Programs - But I'd really suggest a reseller ...

They represent GoDaddy (Easy sell) at 20% commission, and other domain registrars as well.
