Developer needed for large project

Hi,

Like the title says I need to hire a developer for a large project.

Im relatively stupid when it comes to such things(I mearly have the idea, the money, and the domain) so Ill do my best to describe it without flat out broadcasting my idea.

Feel free to ask any questions. Ill answer them to the best of my ability.

The site will involve at least the following things:
Individual user accounts
Message service between users
Email verification(to be sure each registered email is a college one)
Some type of forums
The ability to have individual item listings(think craigslist or to a lesser extent ebay)
The ability to search by location

Im sure Im forgetting some things as I dont have my idea papers in front of me.

Anyway Id be interested in seeing portfolios from anyone interested in doing the job.

Im also looking for someone flexible who can advise me on what they think will work best and such. More of a dynamic development as opposed to a "make me this" sort of request.

Also some idea of what the cost would be helpful.
