Develop a simple lottery script

Hello,

I am in need of a lottery script.

This script does not have to be complicated. I need it to store email addresses, have the function of mass emailing everyone who is registered, and should be able start the lottery at a certain time and end automatically and declare the winner on the front page.

I do not need it to automatically mass email for me as I would like to send those out manually.
