Just a bit more info: The plan is to use a CMS for the site, some thing like CPG Dragonfly, Postnuke or MD Pro. So I need a template ready to go, and install, for these.

take a look at mine it uses a portal for IPB, theres a few of these about same goes for vbulleting and i'm sure other forum scripts to, you can either use the forum theme so it matches or use your own, very easy to use, might be worth a look into.
