Does anyone know if .CV domains can be registered by persons without address at the Cabo Verde Islands, or if there registrars that can arrange a local presence for the foreign customer?

Also, what is the price per annum for a .CV domain?

To my knowledge they are not accepting registrations from the public at large ATM
.cv is managed by Isecmar (http://www.isecmar.cv/)
They have a PDF form: http://isecmar.cv/documentos/RegistoDominio.pdf
I don't know Portuguese but I am wondering if it is not restricted to companies operating there.
