Wysiwyg Editor added to the cms, no real knowledge of HTML is required. It's setup for you... vbulletin integration is possible.

All that needs to be edited for customization is the left / right navigation, the header and footer.

Layout integration / customization done by me (which is probably the best way to go, since I made the program) is $10.

Just released 2.1... Again, this can by used for any kind of site. If say, you only need news, forums, and articles, I'll knock the price down a bit.

If you looking for a multi-platform gaming website script, this is something you would really want to consider... (Have a large site running the script, pretty busy [109 members online right now]... http://pspcrazy.com).

By this i mean the same user database and uses the forum templating system. I seen it mentioned on the site but wasnt too clear.

Yes, the user table from vbulletin can be used. The sites I posted above are integrated with VB.
