I googled the term and it is most often associated with words like "program" or "graduate program", etc..this means it is frequently used in education sphere, so from here is highest probability of end user imo.
You might want probably to sell it to end user, as re sellers will but put off (in most cases) by quite steep renewal. Right end user will not mind that renewal, because seo benefits the name gives will offset this (keyword planner stats for this name are not bad, 10K – 100K, comp Low), so I would probably market it around this point, although low competition does not really play to your cards so well.
I would say, the name like this is not an ideal investment at this point of time .. it is still quite early for new gTLDs, and one needs to be prepared to hold the names for several years, which is much easier when they have low renewals, around 15-20/year. Everything which is an exception should ideally hold an huge end user value..and I am not so sure whether the commercial value is such that it will offset holding costs and will make a profit when this name sells, although I like very much this combo as name itself

I would think the name is good investment in case renewal would be 15-20/year.
