You can transfer .cn to another registrar.
A transfer between two oversea registrars are as simple as a .info transfer.
A transfer between a Chinese registrar and an oversea registrar can't be done automatically. Therefore, some registrars may not accept such a transfer. Also, almost all Chinese registrars require photo id and some forms to be filled in Chinese and mailed (email won't work) to them if you want to get the Auth-Code or change the ownership of the domain.

If the domain was registered at $3 or lower at 20u.net in 2007, you can renew it at $3 in 2008.
If you register a domain for 10 years(1 year registration+9 renewals), the annual fee is $6.99
If you register 100 domains in bulk, the renewal fee is $9.99
The regular renewal fee is $19.99. However, you can always ask for deals if you register dozens of domains.

$1 transfer fees, but have limitation rule below:

At 2007/3/7 12pm till 2007年12/31 register .CNs,register only limit for Eng .CNs，$1 transfer fees. at 2008/1/1 till 2008/12/31.
