Let's be real, they're not gonna stop selling blunts/cigars completely. The more they try to regulate them, the more people are gonna search from. The bud itself isn't technically legal!

If you're looking to develop, I think the best approach is to make a marijuana blog/magazine, and then have a headshop as a byproduct of the brand. This way you can sell more than just wraps.
