Can someone living in China open an account at Namecheap, Godaddy or any of the international domain providers etc?

For example if you were to sell a domain name to a Chinese person in China could you push the domain (provided they are happy to do so) into a free account that they have created at your domain provider in the USA/Europe (at your request as the domain is still in a 60 day lock)?

Would they then be in another 60 day lock for the domain once you've pushed it into their account before they can transfer it out into a Chinese domain register/provider like ename or whatever etc? How would this process work?

Actually, most Chinese investor has a Godaddy or Namepros account, or they use DN.COM or Escrow.com, and transfer out.

So if a newly registered domain is registered and it is sold before 60 days to the buyer from China and then pushed into a Chinese person account in the register that the seller has would the Chinese person have to wait another 60 days to transfer it to their Chinese host from the godaddy, namecheap etc account? Would they normally be ok with that?

If the domain premium, I think it's not a big problem. If not, they prefer transfer out.
