Cheap VPS Needed

I'm looking to buy a cheap VPS to play around with.

I would like to see if anyone can point me to some sites with the cheapest prices.
Speed and quality do matter, but price is of utmost importance.

Payment method would preferably be Paypal.

OS can be either Linux or Windows, I don't mind either.
RAM need not be high - 128/256MB should suffice.

I'm buying this vps for fun/learning linux only.
I'm very concerned with the price (as low as possible).

However, the prices arent exactly cheap, and I've heard some bad reviews, sorry.

To elaborate further, I'm considering RapidVPS for just 10 US a month.
Although the uptime is around 90%, its acceptable for me.

I dont mind paying slightly more, but the budget is below 20.
