Not much. 1GHZ, 512MB RAM, etc..

A VPS would do you -- try vpslink.com - I would recommend link 4.

They allow VPN as someone recently asked in their forums.

I think it is hard to find someone who will allow you to access private VPN with low price. But if you want to quality then you should try softlayer. They are really great.
