They will refuse you hands down, they are very strict on what constitutes as catalan-related, they don't want any feline related domains!

Where did you check that? In Arsys.es (for instance) they are 65€ a year.

All those domains are allowed. But yes, in the registration form you must provide the URL of an already existing site with contents in catalan, that's all.
