Can't change Sedo minimum offer

I can't change the sedo minimum offer below 60$. it says :

Your minimum offer price is below the domain's minimum commission (60 USD). The price must be a minimum of 10 $/€/£ above the minimum commission.

what is the minimum commission? is there any way i can change it to below 60$?
