Can Flash be freestanding overlapping some HTML page?

A client of mine wants to have a flash menu for site navigation similar to this site here: www.corbis.com

see how the menu opens up when you mouse over it? It opens up over a flash background, that i am assuming is all in the same file as the navigation buttons.

My question is, is it possible to have the menu work like this, but to expand over a plain HTML page? Like can it break the boundaries of the flash file and go over the page? Would this be possible?

I hope I explained this so it makes sense. Please let me know if there is any other info i can provide.

Transparent background is easy. use wmode transparent background

I don't know if it's different for SWISH, never used it.

Well, it cant break the boundaries of the flash, but you can always make it transparent and then extend it out so the flash reaches out.
