The only way to develop this domain is to use it in a service similar to paypal which reduces your end user market. You would not get more than mid xx from a reseller. You can develop a site in which you list the pay options that exist on the web with some forum discussion about the best or the worst or perhaps a directory of ATM address or Western Union like offices. I do not see other way to monetize this domain.
