What it means is that погода.com
will also become погода.ком

So, less stupid and more valuable.

Does this mean that the owner of погода.com will be given the first preference when it comes to registering погода.ком or погода.ком will not need to be registered at all rather it will be automatically re/directed to погода.com ?

As far as I understand the owner of idn.com - and no one else - will be able to register the idn.idn variant.

yes the way i read it two for one , although i am hoping it will just aliase to the .com (hoping to avoid double fees) , unsure yet

The owner of погода.com either pays to activate the .ком version or it sits blocked/inactive.

Most probable scenario. I don't think Verisign will give it for free.

What happens to the chinese version of .com?

CNNIC also proposes Chinese domain names in .公司 (".com" in Chinese) and .网络 (".net" in Chinese). However, these are not recognized by ICANN and are only available via domestic registrars.

verisign own .com and once approved i am guessing they are the only ones who can offer the chinese character version

regarding local ? registras ......unsure, i'll stick with verisign

not sure I'm following you here... do you mean you are unsure about my post or about latin based IDN's (ex. Spanish names with accent marks)? I own more Spanish IDN's more than anything else so I was just wondering about this "change".

i was just suggesting that if there was any change possibly there would be an accent over the o in .com ? that's the only change i can think that would happen

That seems to be correct unless there are better options for Verisign to consider to make idn.idn more user friendly.
