@ flishess, as far as budget goes I am a 42 year old stay at home dad so budget really does not exist in my vocabulary but I do have many hours in the day to put towards something like this. I know you can spend the bank and become almost an instant success over night. I also know with the right information and the time to do it a person can get a site up and running fairly quickly. Maybe not overnight but if one starts today then in 6 months things could be rolling pretty well.
I know very little about SEO, let me rephrase that I know I have read a lot about SEO and I know a lot about SEO from someone else’s opinion that may or may not have worked or it worked 2 years ago but now is old news. I know there has to be more than 100,000 eBooks for sale on “The Best SEO Plan”. But I have yet to come across anything that one could call the Bible or the “Real SEO Plan” with step by step instructions. Now after saying all that I personally have had some good luck with the domains I have done my own SEO (didn’t want to list the domain names here since some people feel like that’s taking advantage of promoting your own work etc…) and with more practice or finding someone to help get some guidance from I am sure I can make the SEO work a lot better than what I have done in the past.

I agree a forum is a great idea and I have set up a couple in the past. Most failed for whatever reason and most of the reasons were my own fault I’m sure. Now I did have one up for over a year and it was a paid membership (Adult Swinger Site, 180k unique hits first year with over 750k page loads). Just became too much drama and complete headache with member ship upgrade since no one will let you process CC payments for adult content unless you pay them through the nose for it plus all their upfront deposits etc… (Remember I am a stay at home dad, lol).
My point being I do have some experience in setting up and running a forum from the backend.
My concerns and issues are adult content is easy to get their attention in my opinion from the experience I had. So take a site like this one

This site has only been up since September 2012 it looks like to me and has only had 188 posts since. Not counting this month the site has been up roughly 8 months, that’s 240 days. In the last 240 days there has only been 188 posts (this number does include the site owner/forum manager post as well) that’s less than 2 posts a day. Now maybe I’m a jerk or I expect more from a website but to me those numbers = FAIL…
If I were to turn my domain I am asking about into a forum of sorts it might not look exactly the same as this one but pretty close as far as the main topics and sub topics etc…
So how could someone have a site like this and get more interaction from the visitors and/or members?
I also Google “Making Money Forums” and the above site showed up on page 2 and 4th in the list. Not the best place to be but respectable in my opinion…
According to the Google keyword tool (Yes I know some people hate this tool and some swear by it) the phrase “Making Money Forums” is searched 8,100 times a month on broad search and 75 times a month on exact. I just wanted to throw this in to have some kind of a gauge for those who like the Google Keyword tool, don’t really mean anything.
