can you just use CPanel, isn't there a built in blog? So basically, you set up free hosting, except they can't upload files, just have a blog. I might be wrong though, I don't use CPanel often.

We realize that. The cpanel approach might be a way to achieve that:
- get a cpanel account
- setup freehosting
- code the signup page to automatically create the cpanel blog

But if I do this on my server, I'd like to ensure that the bloggers can't access cpanel or ftp directly.

Hmm, keeping with that Cpanel Idea, they wouldn't necessarily need cpanel access. If all you are wanting to do, is allow them to sign up/create a blog...Then you could code something that will open a connection to cpanel/fantastico(sorta how iNod's cpanel email acct creator does), to the blog software of choice's install page. The only problem after that, is what directory etc to install into. Would take a bit of work perhaps...but it may work ;) I'll do some thinking on this, may end up trying it..

Take a look at www.bloggnat.com

It uses http://mu.wordpress.org It is a multi user wordpress. It aloows anyone to sign up for thier own blog. I just put it up a few days ago and havnt played full with it.

Take it for a test spin. I dont mind.

I tried the last stable version of mu.wp a few months ago, but didn't go live with it as I ran into several issues. Is it much better now?

I havnt had any one really try it yet
Last stable update was just the other day.

Wordpress just came out with a new version. Its great!

The new version is Multi User...

It was easy to setup and I needed my host to set up an aliasis....since i didnt have shell access.

Anyone willing to give it a test spin????

Does the script allow this: Can you have ads threw it? Can they use there own domian?

Ads....such as yours? I cannot see why not. It has the templates like regular wordpress and you edite the footer and hader templates. Again....I am only guessing!

Own domains? at my site bloggnat.com if they sign up, it will be yourname.bloggnat.com

You can remove ftp access for the account. If you are intrested in learning how to do this. Just give me a PM and I will send you a tutorial.

You could always just do the following.
Zip up the Blog Files.
Create a PHP Script using PHP Zip Class to unzip the files toa random number in user directory. Make a PHP script to access CPanel and set a subdomain for the directory. Than use PHP to configure the script and email them there information.
