Here's my concept: advertise an anti-spam software under a "We will pay you $10,000 if a spam message gets to you!" guarantee. What the program will do, is block ALL incoming e-mails, including important ones

We already have that through AOL - but they did it a little differently. They block the non-spam mail and let the spam through
