Article System - Help needed!

I'm trying to make a simple but of code that connects to my database and displays an article in this format:

'Article Name'
'Article'
By: 'Author'
---
'Author Bio'

but the important thing is that other webmasters can put this code on their website and it displays the articles, i've tried everything I know how to do but I cant figure out how to do it...

i think you need RSS in order todo this

Provide a way for your articles to be output into a format that other sites can easily use, such as an RSS, Atom or other type of XML feed, that other webmasters can plug into their websites by way of feed tools.

There are many resources (search Google for one) if you're not familiar; and this would be among the most efficient ways of syndicating your content.

Your need an RSS program to do this, i think that is what a guy told me before when i asked him about it.
