Picked up after recent drop. Any input would be very much appreciated.

Generally speaking, domains that drop should be left dropped.

The previous owner had at least one year to figure out how to make the domain work and when all hope was gone, he dropped it like a hot potato.

IMO this domain should have been left at death's doorstep. Grace delete if possible.

It depends on your plans for the domain. If you plan on development and are willing to put some work into it, I say you have a great domain for the niche. If you do not plan on development, take microguy's advice and grace delete if you can.

As for value:
Without development: low $x
With development: Could see it reaching xxx value or maybe even low xxxx if serious development is done
