Are you scared of CPM advertising?

It seems to me that a lot of website owners and advertisers are scared of CPM advertising? I'm not sure why, I've seen people turn down low CPM advertising offers only to see them buy an ad for $5/month on a low traffic site with 10 banner ads in rotation; ie, the advertiser ended up paying a much higher CPM rate by purchasing a flat rate ad.

So I ask, are you scared of advertising on a CPM basis?
