Are cookies 'global' or 'browser dependent'?

If an end-user (at least occasionally) works with two different Internet browsers, do cookies "set in one browser" automatically work when the same computer user returns to the Website with the other browser?

For example, If a cookie is set in FireFox, and then the user opens the site in IE, the cookie won't be there.

When a cookie is set, it is set in one browser only, the browser that is in use. :)

It depends on what browsing source you use it is mainly just added to the folder of let's say firefox open the installation directory of firefox and thier will be a folder named cookies and it's all stored thier so it's browser dependant.

You could set something in a MySQL database with their IP if you need it to work cross browser.
