I fail to see the connection between "website" and "007" unless your develop it around the character of James Bond... And, in such case, there might be some trademark issues.
So, I would say reg fee.

I agree with the above...unless you are making a fan site I don't think you will be able to sell that domain for more than a couple bucks.
