you should develop it. it doesn't take too long to set up a forum.

This is one of those names which is really worth developing. I find it very good, actually the best possible for a forum related to Apache, obviously. If you get a good community there it can be worth hundredes.

For resell value I would say mid $XX, maybe reaching high $XX if you find someone very interested in developing such forum.

Ya, I have to agree with Matt on this one, this is definitely an excellent domain. You could definitely fetch mid-high $xxx for it. As for development, I don't think it would increase the value substantially, unless you really put some time into it, as you will most likely sell it to an end user who would probably want to redesign the site anyways, thus undoing all your work.
