Hi. I have used them for several years on California.biz. They are better than my last host: Interland, but not exemplary. I had occasional email problems the first 1-2 years that seems to have been resolved (no prob in over a year). I would rank ipowerweb a solid 7/8 out of 10. If you are looking for the best price/value ratio, then I have to recommend GoDaddy.com. For the money, their servers are very fast as is the ftp access.
