Anyone good with IPB?

Okay, so here is the problem, we got someone to design a layout for us in photoshop, but she couldn't code it into IPB for us.

I need someone who can take a full layout and integrate it into IPB.

This project really needs to be completed in a timely manner.

Budget should be talked about over PM, its pretty large though.
