Anytime you are going to develop & can find an excellent keyword/brandable name related to the site you are building....do it.
The minor ccTLD's are not going to generate anything for you in typein/click thru revenue but that does NOT mean they have no value....

I think .tv, .fm, and .am will grow in the next couple years with faster internet speeds. It seems worth it to get names like sports.tv, rock.fm, talk.am

While .am and .fm are both representative of technologies that 1) might be slowly losing some appeal to the iPod and satellite radio and 2) Aren't quite as universal of a term as simply "radio"... .tv is a universal sort of extension. At $35 it is not cheap at all, but for great keywords I don't think the risk is insurmountable as an obstacle to registering.
