Tonight on ABC they had a huge segment on HIV in India. They mentioned that India is the second largest population infected with HIV. IMO, you have a very good domain that you should hold onto. In fact, it is worth developing. I suspect as India becomes more and more internet savvy HIV.co.in will get nice traffic. The key will be how to derive income from it. Nonetheless, I would say low $X,XXX for the name alone at this time, IMHO.

What makes you think a government or non profit organisation would pay so little?

There are plenty examples of Governments paying huge bucks for domains such as Korea.com and New Zealand.com

Charities also have big bucks to spend.

Think outside the box and you will make much more money in this business

If a government really wants your domain, they could take it using emminent domain. They would then pay you "fair market value" (ie whatever the low-end appraisal is).

Most nonprofits do not have lots of descretionary money to spend on domain names. I agree the domains will be worth more in the future. I also agree you should hold onto them and develop them. As someone else said, you may even get x,xxx for the domains someday.
