As a result of a question I asked to the admob staff concerning localize the adds I received the following answer:

As a feature request, localization is top on our list. One piece of it is to allow publishers to restrict the ads showing on their site by language or by country.
However, internationalization and localization are very difficult - especially in the mobile environment when you don't have access to things you take for granted on the Web... But we're working on it.
