He also didn't bid in US dollars.

Bids are in $1 increments. A Shekel is less than a us dollar and not a valid incremental bid. The time on this auction was 73 hours after last bid. The next bid (Correction) didn't come in til 90+ hours after last thekiller's bid. This means that the thekiller won this auction.
